Overview of the NDCFI

The Caribbean NDC Finance Initiative (NDCFI) is a joint initiative of the Organisation of Eastern Caribbean States (OECS) Commission and the Government of Saint Lucia.

The NDCFI was established with the support of the United Nations Framework Convention on Climate Change (UNFCCC) and under the auspices of the NDC Partnership, with initial funding from the Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ. It was formally launched in 2017.

What we do

As an open regional platform for climate action, the NDCF invites active engagement and contributions from interested countries, development partners, development banks and private sector stakeholders for the delivery of:


Regional cross-sector and multipartite stakeholder consultations, engagement,and exchange processes that support ambitions for climate leadership in the Caribbean and catalyze investments in resilient and low-carbon infrastructure across priority sectors as identified by OECS Member States

Learning and support opportunities that address hurdles in the development of investment projects in key sectors

Learning and support opportunities that improve access to public and private climate finance

The NDCFI helps consolidate resources, facilitates collaboration and peer learning, and offers opportunities to develop economies of scale.

It engages OECS Member Countries in key sectors with Working Groups (WGs) established on Energy, Water, and Critical Infrastructure and an expansion of the WG process planned.

With demand for regional action and the convening power of the OECS confirmed, a non-traditional dialogue including governments, the private sector, and development partners has been successfully initiated.

NDCFI Key Activities

REGIONAL ENGAGEMENT, CONSULTATION AND EXCHANGE

The NDCFI engages OECS MS in key sectors with Working Groups (WGs) established on Energy (including Transport), Water, and Other Critical Infrastructure. The WGs play a critical role in elaborating the national and regional context for the NDCFI as well as in identifying priority issues and actions. In addition to ongoing virtual engagement, a plenary meeting of the WGs was held in Saint Lucia in July 2019.
